This publication examines the impact and operation of the Disability Discrimination Act 1995 in the 10 years since it passed through Parliament. It is fair to say that many concerns were expressed by unions and disability groups when the DDA was first introduced. Those concerns were recorded in the first edition of this booklet, published in 2000. That report also raised suggestions for improvements in the Act, many of which have now been addressed through amendments to the original Act.

Yet, despite the introduction of the Act and the improvements made to it, unemployment amongst disabled people is double that of non-disabled people. So what’s the problem? This publication aims to ensure that people are aware of and understand the Act and that union representatives know how to make best use of both internal workplace and tribunal procedures when asserting disability rights. It identifies the main aspects of the Act and explores the many positive interpretations of the legislation in some of the leading cases of the last 10 years. Finally, it makes a number of recommendations for further improvements to current legislation.
